Cherry-picks from dev related to the default container user:

• fix: run as 1000:1000 by default — USER 1000:1000 in the Dockerfile so the container no longer runs as root
• chore: use latest go, add mise build-docker task — go = "latest" in mise.toml plus a build-docker task that builds and tags git.w33ble.com/w33ble/pipit:latest
• docs: drop stale test count from AGENTS.md
